Telegram vs WhatsApp comes down to what kind of group you're running. WhatsApp is built for people who already know each other: families, friends, school parents, a small team. Its groups are end-to-end encrypted and almost everyone already has the app. Telegram is built for communities that grow beyond personal contacts: groups of up to 200,000 members, public groups people can find, bots, Topics and members who can take part without sharing their phone numbers.

This comparison focuses on community use. It looks at size, privacy, moderation, discovery and automation, then gives a clear recommendation for common situations. Both apps change regularly, so check the current version of each for the latest details.

Size and structure

If you expect your group to stay small, size isn't a deciding factor. WhatsApp's limit is plenty for a family or a neighborhood committee. It becomes a real constraint for interest communities, fan groups, courses and local city groups, which can outgrow it quickly.

The two apps also organize larger communities differently:

  • Telegram keeps everything in one group and splits it with Topics, so members see separate threads for announcements, questions and off-topic chat. A channel can sit on top for announcements, with a linked discussion group for comments. See Telegram Topics and forum mode.
  • WhatsApp uses Communities: a container that groups several separate WhatsApp groups and an announcement group. It works well for organizations with distinct sub-groups, such as a school with a group per class.

Privacy: two different strengths

This is where the comparison is most often oversimplified. Each app protects something the other doesn't.

WhatsApp protects message content

WhatsApp groups are end-to-end encrypted by default, so only members can read messages. Telegram groups are not; they're stored in Telegram's cloud with client-server encryption. On Telegram, only one-to-one Secret Chats are end-to-end encrypted, as explained in Secret Chats vs group chats.

Telegram protects member identity

In a regular WhatsApp group, members can usually see each other's phone numbers. In a Telegram group, members can hide their number completely and use a username. For a community of strangers, that matters: joining a 5,000-person interest group shouldn't mean handing your number to 5,000 people.

So the question is which risk matters more for your group. For a private family chat, encrypted content wins. For a public community of strangers, hidden phone numbers usually matter more, because group content is shared with many people anyway.

Moderation tools

Both apps let admins approve new members, restrict who can send messages or change group info, and delete messages for everyone. Telegram goes further in areas that matter for large or public groups:

  • Granular permissions for regular members, such as blocking media or links while still allowing text.
  • Per-member restrictions with time limits, so you can mute one person for a day instead of removing them.
  • Slow mode, which limits how often each member can post.
  • Admin roles with separate rights, plus an admin log of recent actions.
  • Moderation bots for captchas, anti-spam filters and warnings.

For a group of 30 friends, WhatsApp's simpler controls are enough. For a group of thousands, Telegram's toolset makes moderation manageable. Our group permissions guide shows what you can configure.

Discovery and growth

WhatsApp groups grow by invitation: someone shares a link or adds you. There is no way to search for public WhatsApp groups inside the app. That suits private groups, but it makes growing an open community harder.

Telegram groups can be public, with a username and a t.me link that anyone can open, and they can appear in Telegram's search. Directories also help: you can browse Telegram groups on Grupla by topic, and the same directory lists WhatsApp and Discord groups too. For a community that should keep growing beyond the people you already know, that openness is often the deciding factor.

Which should you choose?

Choose WhatsApp if

  • Members already know each other in real life.
  • Almost everyone in your circle already uses WhatsApp and wouldn't install another app.
  • Message confidentiality is the top priority.
  • The group will stay below WhatsApp's size limit.

Choose Telegram if

  • You want strangers with a shared interest to find and join you.
  • Members should be able to participate without sharing phone numbers.
  • The group may grow into thousands of members.
  • You want bots, Topics, slow mode or a public channel alongside the group.
  • New members should be able to read past discussions.

Many organizations use both: WhatsApp for a small core team, Telegram for the wider public community. If you're also considering Discord, see Telegram vs Discord for communities.

Frequently asked questions

Is Telegram or WhatsApp more secure for groups?

WhatsApp encrypts group messages end to end by default; Telegram doesn't. Telegram lets members hide their phone numbers, which WhatsApp groups generally don't. Which is "more secure" depends on whether you're protecting message content or members' identities.

Can I move a WhatsApp group to Telegram?

You can create a Telegram group and share its invite link in the WhatsApp group. Telegram can also import chat history exported from WhatsApp into a Telegram chat, though members still need to join the new group themselves.

Which is better for a large community?

Telegram, in most cases. Its 200,000-member groups, public links, Topics and moderation tools are designed for large communities, while WhatsApp is designed mainly around personal contacts.
